Oct. 2 Town Council Meeting Recap

USDA Waterline Project
Takes Next Approval Steps

The long-awaited USDA waterline project has taken another step toward final approval.

Members of Bowling Green Town Council received an update at its October 2 meeting from Steve Ball of Webb & Associates and County Staff.

The next phase of the project, which started in 2018 and has a budget of $5.5 million remaining, now has updated plans from Webb & Associates and those have been turned over to VDOT for its review.

In addition, project coordination meetings have been held with USDA, which is the federal grantor for the project.

Review by VDOT is expected to take 30 days and then plans will be submitted to USDA for final approval.

Town Council approved earlier this year to amend plans to keep from disturbing several residential and business properties within the Town.  The modified plans still concentrate on making improvements to aging water lines that are at least 80 years old.

The first phases of the project that included replacement of water meters and completion of as-built drawings were completed a couple years ago.

Other highlights of the meeting included:

  • Town Council unanimously approved the Town’s requests to the 2026 General Assembly that were recommended by Town Manager India Adams-Jacobs.
  • Town Council unanimously voted to approve funding up to $40,000 from the Water Fund to replace deteriorated fire hydrants on Butler, Anderson and Milford streets.
  • Town Council discussed progress of the FY ’24 Audit. Town Council voted to rescind the current contract, held by Robinson, Farmer, Cox & Associates (RFCA), and to hire Davis and Associates to complete the FY ’24 Audit.
  • Town Council received an update on the 35th Annual Harvest Festival, which will be held Saturday, October 18.
  • Town Council received information on the Main Street Transformational Strategy Survey, which has a deadline of October 24.
  • The Town Manager updated Town Council on the VDOT Smart Scale Project around the Chase Street area.  A public hearing will be held from 5-7 p.m. Wednesday, October 22 to give Town residents a chance to learn more about the project and ask questions.
