The Mayor and Town Council of Bowling Green announce that Town Manager India Adams-Jacobs, MPA, ICMA-CM, has accepted the position of Assistant City Manager with the City of Charlottesville, Virginia. Vice Mayor Valarie Coyle said, “We thank Mrs. Adams-Jacobs for her exceptional stewardship, leadership, and dedication to our community. As she steps into this next chapter, we wish her success in this new role.”
During her tenure as Town Manager, Ms. Adams-Jacobs led significant progress across the Town's finances, infrastructure, and community development efforts, including:
- Obtaining $11 million in direct allocations through legislative advocacy and grant funding to address town water quality and infrastructure needs without any match requirements
- Developing a new Town playground through grant funding from Amazon in partnership with KaBOOM!
- Completing five annual audits in roughly two and a half years
- Leading and coordinating economic development efforts, including attaining Mobilizing Main Street status and reestablishing the Economic Development Authority
- Creating an integrated Capital Improvement Program
- Completing several critical infrastructure projects, including the Main Street, Ennis, Courthouse, and Town Hall renovations
- Establishing the Town's first strategic plan and strategic planning process
- Establishing the Town's first legislative agenda, resulting in millions of dollars in funding awards for the Town
- Implementing a new financial management system to create one accurate system of record for Town finances
- Implementing a new Town website
- Creating the Town's first GIS system through grant funding from the Commonwealth of Virginia
Town Manager India Adams-Jacobs commented, “Serving as Town Manager for the Town of Bowling Green has been one of the true highlights of my career. It allowed me to work alongside dedicated elected officials, staff, residents, business owners, and community partners who care deeply about their town and its future. I am proud of the progress we made together in my hometown.” Ms. Adams-Jacobs's last day with the Town of Bowling Green will be September 25, 2026.
The Town Council has appointed Mr. John Anzivino as Interim Town Manager, effective September 28, 2026, while recruitment for the permanent town manager is underway. At the same time, Mr. Perry Hickman has been appointed Assistant Town Manager/Capital Projects & Grants Manager, effective September 21, 2026.
