The Town of Bowling Green is pleased to announce the appointment of Perry Hickman as its Capital Projects and Grants Manager. Mr. Hickman joins the Town with an extensive background in community and economic development, bringing more than 16 years of experience supporting rural  communities through the planning and financing of essential public facilities and infrastructure.

Mr. Hickman has worked closely with rural localities across Virginia and throughout the United States, helping communities access and manage critical funding for water and wastewater systems, public safety facilities, community centers, housing, and broadband. His deep understanding of rural needs and his experience navigating complex state and federal funding processes will be a significant asset to the Town as it advances its long‑term capital improvement goals. "I'm proud to announce the appointment of Mr. Hickman as the Town's first Capital Projects and Grants Manager. Given our organization's recent success with securing millions in grant awards and external funding, I'm grateful to add such a valuable asset to our team to continue the progress of improving the infrastructure", said Town Manager India Adams-Jacobs, MPA, ICMA-CM.

Mr. Hickman served as the Virginia State Director for USDA Rural Development, where he oversaw more than 70 loan and grant programs supporting community facilities, business development, utilities, and housing initiatives across the Commonwealth. Prior to his appointment as State Director, Mr. Hickman held several leadership roles within USDA Rural Development, including Community Programs Director for Virginia, Senior Loan Specialist in USDA’s National Office, Virginia Northern Region Area Director, and Community Programs Area Specialist.

In his new role with the Town of Bowling Green, Mr. Hickman will lead the development and management of capital projects, oversee grants and external funding opportunities, and support long‑range infrastructure planning to ensure the Town continues to grow and serve residents effectively.
